Michelle Peltier of Sparks has
coordinated and assisted with numerous programs specific to prevention, fire-service training, and grants. As
FPAN’s former secretary and northern representative, she has been instrumental in facilitating statewide public
education and fire/life safety activities and serves as Co-Director for the Washoe County Youth
Firesetting Intervention Program. She served on the FPAN Strategic Planning and Bylaws Committees, the RiskWatch Championship Team, and has assisted
with Website development. She holds Nevada Public Fire and Life Safety Education Specialist III, Juvenile Firesetter Intervention Specialist II, and
International Code Council Fire Inspector I certifications.
Michelle currently manages a local smoke-alarm installation and home-safety program for the City of Sparks as well as a regional fire-and-life safety
program that teaches school staff members to recognize fire-safety concerns, to operate portable fire extinguishers, and to teach general fire-safety
awareness messages. The goal is for the two grant-funded programs to serve as pilot programs for the rest of the state
Michelle holds a Bachelor of Science Degree in Business Management and is one class away from her Associates Degree in Fire Science. To gain a better
understanding of the fire service, she pursued entry-level firefighter training. Michelle began her current position as fire inspector for the Sparks
Fire Department, Fire Prevention Bureau in 2007 after four years of working with Nevada’s fire-service agencies through the State Fire Marshal Division. She
lives in Northern Nevada with her two sons.

Sylvia Lee has been a Fire Inspector with Clark County Fire
Department (CCFD) since 2008 and a resident of Las Vegas since 1979.
Prior to joining the CCFD, Sylvia provided full production management services for corporate, private and large
scale events in the convention/hospitality industry for approximately 10 years. Managing these events required
extensive knowledge in budgeting and financing.
Sylvia also served as part of the production team in The Bellagio convention area approving all pyrotechnics,
lasers, aerial rigging, scenery, motor vehicles, seating etc. which required CCFD approval, permitting,
licensing, and insurance.
Sylvia first became familiar with the Fire Prevention Association of Nevada (FPAN) in 2005, when she ran the
FPAN Golf Tournament Fundraiser and managed to raise a significant amount of donations and sponsorship by
promoting and advocating the superior programs FPAN supports.
Sylvia’s passion and dedication to her community continues to motivate her to excel.

To vote you must be considered in “good standing” which includes being current on association dues per the following by-laws: Voting members as
defined in Section 4 .01 (a) & (d) in good standing (Section 4.02) shall be eligible to cast votes on any and every motion brought before the organization
at any meeting. To remain in good standing, all membership dues must be received by the Association Treasurer no later than March 1st of the calendar year
in which they are due. But, we encourage everyone to vote, even if you are not current, and please remember to send your association dues as well!!

FPAN BYLAWS
Section 5.01: Executive Board
The Executive Board of the Association shall consist of four Executive Officers and five other representative members. The Officers include a President,
Vice-President, Secretary, and Treasurer. The representative Executive Board members include the Immediate Past President, an elected Industry Representative,
and three Regional Representatives, each of whom shall be elected from among the Regular members in good standing as defined in Section 5.01, (a) & (d). Terms
of office for all Executive Board members shall be two (2) years or until a successor is elected or appointed, as appropriate. The President, Secretary,
Regional Representatives, and Industry Representative shall be elected on the odd numbered years and the Vice-President and the Treasurer shall be elected on
the even number years.
Section 5.02: Duties
Vice-President: The Vice-President shall, in the event of the temporary absence or disability of the President, assume all the duties of the President and
shall otherwise assist the President as the latter shall require; shall be authorized to sign and/or countersign Association checks. The Vice-President shall
also serve as Chair of the Public Education Program. The Vice-President shall be responsible for managing grants and contracts.
Treasurer: The Treasurer shall receive and account for all monies of the Association and shall make payments in such amounts and for such purposes as
authorized by or in accordance with the provisions of these Bylaws. The Treasurer shall collect, record, and maintain any receipts submitted for payment by
the Association. The Treasurer shall collect and log Association dues and send dues notices to Association members at the
end of the calendar year, shall report to the membership the financial status of the Association at every monthly membership meeting, shall provide at the
request of the Audit Committee all financial records for the purpose of conducting the annual audit, and shall be authorized to sign and/or countersign
Association checks. The Treasurer shall deposit all Association monies in a bank approved by the Executive Officers. Upon the
election of a new Treasurer, the outgoing Treasurer shall surrender all Association financial records at the time the new Treasurer takes office. The
Treasurer shall, in the event of the temporary absence or disability of the President, Vice-President, and Secretary, assume all duties of the latter.
