Intro:
The 2007-2008 fiscal year marks the successful conclusion of the Fire Prevention Association of Nevada’s first 5-year strategic planning period. Accomplishments within the last five years include:

  1. Measure proposed @ 2009 NV Legislative session requiring self-extinguishing cigarettes

    • Rep. John Oceguera and Rep. Pierce

  2. Nearly 1,000 fatalities annually attributed to careless smoking

    • Nearly ¼ of home fire deaths

    • Nevada State FM: 26 fatalities to date in 2008

  3. 11 attributed to smoking material Believe that bill will reduce 50% of cigarette-fire deaths

    • In Nevada, that would have been at least 5 lives saved in 2008

  4. Testing: Of the 4,000-plus chemicals produced in and by smoking materials, only one is higher or changed due to “fire-safe” technology

  5. Federal legislation pursued by NFPA since the 1970’s

    • Success since 2004 on State level: NY first; 37 states now enacted similar laws (enforced by 2010)—82 ½ % of U.S. population

    • “FSC” stamp next to UPC Code

      • Tested by 3rd-party

      • Each style must be on State-approved list to be sold legally once legislation in place

    • Cigarette manufacturers want all states to have same laws

      • RJ Reynolds pledged that all their cigarettes will be FSC by end of 2009 in accordance with ASTM E2187-04

      • Only adds 1-cent per package; Why not implemented earlier? Cigarettes burn faster without FS technology, resulting in higher use; higher sales

To those concerned:
The Southern Nevada Fire Departments have begun the process of code adoption.

Download the attached “Codes by Group” for the list of codes to be adopted

NFPA codes are anticipated to be reviewed from November 2008 to March 2009.

The International Fire Code is anticipated to be reviewed from March 2009 to July 2009.

The final package of amendments are anticipated to be completed by August 2009, and will be available for public review and comment for a 30 day period.

The anticipated date for beginning the code adoption process through commissions/councils is October 2009.

The codes will be reviewed by working groups, which will be assigned various codes.

The working groups, their code assignments, and the leader of each group are attached.

Proposals from the industry/public will be considered for adoption. Download and fill out the proposal form and email the form to the leader of the group tasked with the code associated with the proposal.

Code language must be proposed in legislative format; i.e. use underscore to denote wording to be inserted (inserted wording) and strike-through to denote wording to be deleted (deleted wording)

For a code proposal to be approved, sufficient justification is required. The justification must indicate that the code amendment is required due to one or more of the following factors:

  1. There is a particular situation that is not adequately addressed by the codes to be adopted.

  2. There is a long-standing agreement on code application, and changing the long-standing policy would have a detrimental effect to the population served

  3. There is new technology not anticipated by the codes to be adopted that is necessary to be addressed

  4. To facilitate clear interpretation and clarity of code language; to correct discrepancies in the code; or to correlate conflicts in code.

  5. To address local conditions that are unique to Southern Nevada.


Code proposals will be reviewed by working groups. If you would like to attend the working group meeting when your code proposal is scheduled to be discussed, or if you would like to attend working group sessions to be part of the discussion, please email the pertinent working group leader for meeting information.

2006/2007 has been and continues to be very busy for the Fire Prevention Association of Nevada, as we expand our membership and programs throughout the Great State of Nevada. The Association members continue to work on the items addressed in the Strategic Plan which expired in 2006. With the adoption of the new Association By-Laws and the upcoming expansion of the Board of Directors which, for the first time will include an Industry member and State Regional Directors, plans are now in place to begin formulating the next
two (2) year plan.

Attached is the latest Association By-Law Draft submitted to the Executive Board by the Statewide Committee. Due to the statewide expansion, this By-Law draft was created from scratch and should not be compared to the old By-Laws of the Southern Nevada Fire Prevention Association. 

I encourage every member to review this document closely and submit your inquiries, comments or suggested changes on the document and send them directly to me at: jdonahue@lasvegasnevada.gov

We are setting a January 12, 2007 deadline for comment submittals.
